The Cabinet of Ministers has delayed the launch of three state programs in Donbas – “Restoring Donbas”

The Cabinet of Ministers was not able to launch three state targeted programs in Donbas. Significant part of these programs is under the control of the Ministry of Social Policy. This data was presented by community initiative “Restoring Donbas” at a meeting of the public council at the Ministry of Social Policy on July 8. According to Elena Petryaeva, the head of community initiative “Restoring Donbas”, the Cabinet has not established and adopted a number of legal acts. According to Ukrainian laws, it should have already come into force. In particular:
— Comprehensive state program on support and social adaptation of migrants was delayed on more than six months. Law №1706-VII, which obligated the Cabinet of Ministers to work out such program, came into force in November 2014
— An order, which is related to the working out of a procedure for the settlement of arrears of salaries, scholarships and pensions (that have accumulated during ATO), was delayed on four months. Law №85-VIII, which establishes these terms, came into force in February 2015, and the order of the Cabinet of Ministers was supposed to present to the public in March.
— The program of support in obtaining vocational and higher education for children, whose parents died in Donbas, as well as for children of IDPs should have been launched by the 5 July. The Cabinet of Ministers had to develop this program by law №425-VIII.
This issue is substantially relevant. Entrance campaign starts from July 10. Thus, it is not clear whether the children have an opportunity to exercise their right.
“We have calls on the hotline from people, who currently suffer from the result of downtime in the legislative regulation. In particular, they cannot understand, whether their children have incentives for entering the university. They have it legally. However, in fact, it turns out that there is no legislative mechanisms for its granting “. It was stated by Elena Petryaeva, the head of the” Restoring Donbas “.
Representatives of the Public Council at the Ministry of Social Policy emphasized the complexity of the situation with IDPs. In particular, Olena Nikolayenko, the representative of the organization “Fund “Zlata Lada”, told that nowadays the situation remains complicated with displaced persons with disabilities, who exist owing to the help of volunteers. Nikolayenko stressed that the current draft of the state program for support and social adaptation of IDPs, which is before the Cabinet, also does not take into account the needs of disabled persons.
“Restoring Donbas” insists that the Cabinet of Ministers and profiled ministries have to work out, modify and adopt the necessary documents urgently because the current situation does not give an opportunity to IDPs and Donbas residents to use their legitimate rights.
