Verkhovna Rada deprives IDPs of the right to vote on local elections – «Restoring Donbas»

Verkhovna Rada of Ukraine adopted a new law on local elections. 257 deputies voted for the draft law №2831-3 at today’s session of the Parliament.
According to this law, IDPs from uncontrolled territories of Donbas and Crimea, who live in Ukrainian territory, have no right to vote because they are residing outside the locality, where they are registered. In this version, the bill contradicts with other Ukrainian laws, namely Art. 8 Law of Ukraine
“On ensuring the rights and freedoms of internally displaced persons”, which fixes that IDPs can participate in the local elections by changing the voting place without changing the electoral address.
In addition, there will be no electoral blocs during the elections. Moreover, all parties, which are registered at the time of adopting this law, have an opportunity to participate in the elections.
Let us remind that last week community initiative «Restoring Donbas» appealed to Vladimir Groisman, the Speaker of Parliament, and a number of deputies with a letter demanding more time to make the appropriate amendments to the draft law in order to give IDPs the opportunity to participate in local elections. This step did not require additional work for parliamentarians due to the fact that such additions have been proposed during the first reading of the draft law. However, they were rejected.
