Last week, electronic pass-entry system in ATO zone was launched. Recently, in the Internet was created a website of Security Service of Ukraine, which allows to apply for the pass. However, the website had technical problems and did not cope with such amount of applications. The fact that electronic passes will be valid during one year became another unpleasant news.
Electronization of pass entry system doesn’t resolve its key problem, namely, actual blockade of the region that makes the process of providing medicine and goods impossible. As a result, there are constant attempts to transport goods beyond the checkpoints. Last week, it became known that from the beginning of 2015 border guards detained goods amounted more than 233 million UAH. During one week they stopped 14 vehicles with cargo. The cars were transporting food, drinks and other goods amounted 770 thousand UAH.
Last week, Pavlo Zhebrivskiy, the head of civil-military administration, stated that the first logistic center will be launched in test mode, which will help to unblock the supply of goods to the region. However, it is still unclear what will be with such transshipment points and the opportunities they give.
IDPs from Donbas
Despite the quite stable situation in the region and the absence of the wide scale hostilities, the amount of IDPs continues to grow. According to Pavel Rozenko, the Ministry of Social Policy, nearly 15-20 thousand IDPs are registering during the week. Meanwhile, according to other institution, namely, State Emergency Service of Ukraine, 342 thousand people have left the region of ATO zone from the beginning of 2015. In general, according to updated data, from the beginning of military conflict, there were registered nearly 1,369 million IDPs from Donbas and Crimea.
Despite the scale of the IDP’s problem, according to the results of audit of Cabinet, which was carried out by community initiative «Restoring Donbas», it became known that the Government did not launch three targeted state programs related to IDPs. Consequently, the rights of displaced persons are legally fixed. However, people can not realize it.
Situation on Donbas territories under Ukrainian control
By the beginning of July 2015, more that 10 thousand objects are still destroyed or damaged due to the shelling in Donetsk region. Such results (after monitoring of factual damages and researching open sources) were named by the experts of the community initiative “Restoring Donbas” on 10 July. Among the 4 billion UAH losses due to the destructions there are 1,5 billion, which related to the territories under Ukrainian control. Thus, according to estimates of the initiative, less than 1 % of required sum was allocated from local and state budget on restoring works.
During last week, representatives of the Government made contradictive statements about restoring Donbas territories and required funds.
Thus, Gennadiy Zubko, Minister of Regional Development, Construction and Housing and Communal Services of Ukraine, stated that Donetsk and Luhansk regions obtained nearly 50 million UAH subventions from state budget to local on restoring the infrastructure of the regions.
Pavel Zhebrivskiy, the head of civil-military administration, said that restoring of infrastructure in Donetsk region was terminated due to the fact that local authorities decided to spend 30 million UAH on building of children’s playgrounds .
The opposite position was claimed by Arseniy Yatsenyuk, Prime-Minister of Ukraine, who ordered the heads of Donetsk and Luhansk State Administrations and local authorities to take measures for using allocated funds on restoring the infrastructure and providing aid to the region’s residents.
Meanwhile, Vadim Chernish (who was assigned a week ago), the head of State Agency on restoring Donbas issues, came out in public area. In his first interview to regional edition «Ostrov», he told about the main aims/purposes of his work. According to Chernish, nowadays it is necessary to simplify the delivery of international humanitarian cargos to uncontrolled Donbas territories and to provide the attraction of international donors in Ukraine. In addition, he said that it is highly important to develop work and coordination with local regional communities. Thus, the head of the Agency said that budget on the institution activity have not been allocated yet.
On the territories of DNR and LNR
Despite the economical crisis on uncontrolled territories, restoring works are proceeding. First of all, by virtue of international structures. Thus, last week in Gorlivka, municipal enterprise «Voda Donbassa» with the OSCE restored the water supply in Gorlivka. International Committee of the Red Cross also assisted in this work. It provided 7,3 km of pipes for repairing works.
Economical situation on uncontrolled territories is still complicated. Thus, the price on the petrol in Donetsk has increased from 24 UAH/per liter to 27 UAH (A-95). Moreover, plethora petrol stations do not show the price in Ukrainian currency (the prices are in rubles).
The volume of UAH in the region is always decreasing due to the financial and economical blockade of the uncontrolled territories. Meanwhile, «Council of Ministers in LNR» prohibited to transport medicine and medical goods from Ukrainian territory. Moreover, LNR declared about the «elections» on 1 November 2015.
International situation and the work of international institutions
Besides the assistance in water supply, international support on the East of Ukraine was rejected in other areas. Thus, European Commission, which allocated 500 thousand euros to The UN Children’s Fund (UNISEF) in Ukraine, for the development of water supply and sanitary conditions for the families affected from the conflict on the East of Ukraine. Representatives of Development Program stated that UN will assist in resolving pass-entry system issue and apply to International Organization of migration about it.
The role of other international organization (OSCE) is also significant. Last week, it became known that OSCE mission will stay in Ukraine during the next year. Besides, the structure of monitoring OSCE mission will be increased to 800 observers.
In the beginning of the week, representatives of OSCE told about some details of the new agreement about Donbas. According to Alexander Hug, the deputy of the head of special monitoring mission in Ukraine, Minsk contact group on security has created a plan on withdrawal of weapons less than 100 millimeters. However, the parties did not make last steps towards the signing.
The words of Thorbjørn Jagland, (the Secretary General of the Council of Europe) are extremely important in the context of resolving the situation on the East of Ukraine. He believes that the Constitution of Ukraine should fix the special status of Donbas. Moreover, he stated that EC is not the «party of Minsk Agreements». According to Jagland, CE can just give an advise, which modifications are urgent in order to realize agreement (which were made during the second meeting in Minsk).
Another international structure – BRICK (Brazil, Russia, India, China, Republic of South Africa) – made a statement after its 7th summit that there is no war resolving of the conflict in Donbas.
Meanwhile, Denis Pushilin, the representative of DNR, claimed about unsatisfied results of negotiation process in Minsk. The Russia advocated for creating contact group from the parliamentarians, which should include Europeans, Americans, Ukrainians, Russians in order to discuss the situation in Donbas.
