Experts called the main problems of internally displaced persons and residents of Donbas

Crossing the border in the ATO zone, movement of children through the front line, paperwork and credit payments, are the most problematic issues for internally displaced persons and residents of Donbas. Such conclusions were drawn by experts of the community initiative “Restoring Donbas” following the results of the first work month of our own hot line.
From July 3, 2015 there were 439 calls received on the hotline, more than 552 persons addressed for consultation by the online chat on the site of the restoring-donbass.com organization. Thus, the total of requests for last month is 991. These are about 47 requests per day. Almost all of the questions were provided with the qualified answers, by experts of “Restoring Donbas”.
In absolute majority of cases (63% of calls and messages), themes of consultations were concerning the throughput system. It was about registration of permissions to travel through the front line, and directly about crossing the front line (transportation of things, products, traveling through the neighbor sectors, etc.).
Crossing the front line by a mother and child with the absence of the father and notarially issued permission, became the separate way of consultations. If during the first two working weeks of the hot line such questions were rare, thеn during the last week of July their quantity significantly grew and the result reached 30 requests in a month.
Lawyers of a community initiative “Restoring Donbas” predict, that in August, will become much more of such calls, as since July 31 inhabitants of Lugansk and Donetsk areas do not have access to the Unified register of powers of attorney and the Unified register of special forms of notarial documents.
According to the official position, the Ministry of Justice made this decision “for the purpose of protection the rights of the citizens living in uncontrollable territories”. However, how it is possible to protect people, having fenced off from them? After closing of the registers children of uncontrollable territories don’t have permission to travel, in fact the State refuses from them” — the head of the initiative Elena Petryayeva commented this situation.
Considerable layer of problems was revealed for working time of the hotline in the legal advices sector. The most problematic here for citizens is receiving the passport or any other document, being in the ATO zone, and also banks requirement to pay credit debts, including illegally added penalties for delay of this payments.
