Situation on the territories of Donbas under Ukrainian control
Export of goods from Donetsk region (excluding the part of the ATO zone) during January-May 2015 amounted USD 1526.0 million, which is less than in January-May of the previous year by 2.7 times. This information was announced by Department of Statistics in the Donetsk region. In addition, the agency reported that export of all goods to the European market during January-May 2015 decreased comparing to January-May of the previous year by 43.5%.
According to Petro Poroshenko, the president of Ukraine, the drop in industrial production during a year amounted to a record 86% in Lugansk region. He stressed that UAH 150 million were allocated by the Cabinet of Ministers of Ukraine for the restoration of infrastructure and residential homes in Lugansk region.
Nevertheless, in January-June of the current year, enterprises and entrepreneurs of Luhansk region region have paid nearly UAH 1 billion. 104 million. (single social contribution for obligatory state social insurance).
At the same time, Gennady Zubko – Deputy Prime Minister, Minister of Regional Development, Construction and Housing and Communal Services – stated that Donetsk and Lugansk regional military and civil administration have no offers concerning the restoring of these areas. He stressed that Ukrainian government has already allocated UAH 600 million for restoring Donbas another EUR 500 million were given by international organizations.
On the uncontrolled territories of Donbas
Last week, during a meeting in Minsk, humanitarian subgroup of the Trilateral contact group on resolving the situation in the East of Ukraine reached an agreement with the Red Cross to participate in the transfer of convicted persons from the territories beyond the Ukrainian control to other prisons.
There are about 10 thousand condemned persons (thousands of them are asking to serve the rest of the term in prisons under the Ukrainian control) in prisons on uncontrolled territories.
In addition, last week it became known that about eight thousand lives of HIV-positive people in the East of Ukraine is under threat because of a serious shortage of medicines. DNR and LNR could run out of the medicines by mid-August due to the limitations imposed by Ukraine on the import of medicines on this territory.
However, the militants did not let 16 trucks of humanitarian aid of the International Committee of the Red Cross in Donetsk.
Meanwhile, LNR began to struggle with the “double” pensions. The head of the Pension Fund of the unrecognized republic stated that employees of social protection authorities are constantly deal with “double” pensions, when the citizens receive pensions from LNR and beyond the borders of the territory.
In addition, it became known that the leadership of “DNR” launches bus services to the unrecognized South Ossetia and Belarus. It is planned to open the transport links by the end of this month.
IDPs from Donbas
According to last information, by today there are 905 thousand. 643 people, who have moved from ATO zone to other regions. 36,000 pensioners arrived to Kramatorsk from ATO area in order to receive pensions on Ukrainian territory.
The statistics related to the IDPs does not reflect the real situation. This means that the state has no clear understanding of the amount of displaced persons. It is unaware of the scale of their problems. Elena Petryayeva – the head of the community initiative “Restoring Donbas” – told about it in the program “Horoshiy den?” on “Business” Channel.
Last week, it was held an internet conference with Elena Petryayeva – the head of the community initiative “Restoring Donbas”. There were discussions about the rights and freedoms of internally displaced persons and residents of ATO area, new rules of crossing the demarcation line, social problems of displaced persons and other issues. In addition, it became known that fund of housing for IDPs has not been created in Kiev. Therefore, Kyiv City State Administration can not provide information on the resettlement of the families of internally displaced persons.
Pass-entry system and demarcation line
Meanwhile, Parliament has introduced fines for violation of the rules of movement of goods in ATO zone. Verkhovna Rada of Ukraine supported the draft law number 2109 “On Amendments to Certain Legislative Acts of Ukraine on the order of movement of goods from area to area in ATO zone”. This week, Ukraine’s Security service reported twice on the detention of cargos, which were unlawfully attempted to transport into ATO zone.
The first message was about 18 vehicles that transported food and consumer goods amounted UAH 800 thousand to the uncontrolled territories.
Then, about 21 trucks which were detained near the Novoselovka village, Yasinovatskiy district, Donetsk region.
There was a positive news related to the pass-entry system. Namely, the statement of Petro Poroshenko, about the fact that Ukrainians from uncontrolled territories will be able to buy products for Ukrainian prices. They plan to sell it in special logistics centers, which are promised to be opened in the nearest future. It also became known that these centers would install ATMs “Oschadbank” and open a currency exchange.
International negotiations and activity of international organizations
This week, Contact Group of the Donbas held a meeting in Minsk, where Ivica Dacic – the OSCE chairman – played for a political resolving of the conflict in the East of Ukraine. He offered to hold local elections, which will be accepted by Donbas and Kiev. On the eve of these negotiations, Poroshenko, the President of Ukraine, announced priorities in the negotiations about Donbas.
In addition, during telephone conversations with representatives of the “Normandy quartet”, Poroshenko noted the deterioration of the situation in ATO zone in the Donetsk and Lugansk regions. In its turn, the leaders of the “Normandy Quartet” asked the Special Monitoring Mission (SMM) of the OSCE and experts of the Joint Center for monitoring and coordination of the ceasefire and stabilization of the demarcation line (STSKK) to find a solution for the withdrawal of Ukrainian troops from Shirokino.
Last week in Kramatorsk the project USAID “Restoring livelihoods” was launched. The project aims to support families of internally displaced persons affected by the war and Kramatorsk residents, in which family members have had the experience of self-employment or small business.
In addition, last week, the UN High Commissioner for Human Refugees published on its YouTube channel social video clip that appeals to support internally displaced persons. Social campaign of the UN agency for Refugees aims to pursue improvement of tolerance towards the IDPs by host communities.
