Fighters limited working of the international humanitarian organizations, coal mining on controlled territories decreased by 3 times, reconciliation of society in the region requires 10-15 years, according to the experts. About key news of last week — in our weekly review.
Situation in parts of Donbas under Ukrainian control
On controlled territories of Donbas, because of the rupture of traditional trade and economic relations in the region, sharp decrease in many operational performance is noted. The head department of statistics in Donetsk region published data, according to it volumes of production in the region were reduced almost by half, in comparison with the corresponding period of last year. The greatest decrease is recorded in chemical industry — by 3,9 times, food industry — by 3,2 times and light industry — by 2,5 times.
Besides, coal mining since the beginning of year decreased almost by three times. From January till August, 2015 production of ordinary coal on mines of Donetsk region (without part of the anti-terrorist operation zone) made 8,4 million tons. In management specified that this indicator is less than January-August last year on 13 million tons,it is less by 2,5 times. More effective management of industrial capacities can correct this situation in coal industry sphere, according to the management of DonOVGA. For this purpose in the area started formation of unificated state holding of the coal enterprises.
Meanwhile, in National academy of Sciences of Ukraine came to conclusion that adjustment of new economic relations and reconciliation in society requires at least 10 years. Besides, the region needs to make considerable efforts for change and repair transport ways and objects of social infrastructure, attraction of investments into creation, and introduction of innovative technologies, and also stimulation of development of small and medium business.
In the region management recognize, that this difficult task so far as only on restoring of bridges in area, destroyed by military operations, 600-700 million hryvnias are required. Such number was sounded by the head of DonOVGA Pavel Zhebrivsky. Nevertheless, regional municipal services are held by recovery works and began clearing the course of The Seversky Donets — Donbass channel. It is planned, that till November 1 from the channel will take out the fallen parts of bridges and will repair the pipeline. These works need to be performed to provide stable water supply to 2,5 million inhabitants of the region in winter.
Besides, the head of region declared that he also plans to raise funds which are on accounts of uncontrollable Donetsk, Makeyevka and Yenakiyevo. for region restoring “We prepared the bill which provides receiving 1,7 billion hryvnias of those means by Donetsk region …”, –told Zhebrivsky.
On uncontrollable part of Donbas
Positive new last week was that fact that on uncontrollable territories is restoring railway communication between cities. In particular, trains Yasinovataya – Donetsk, Donetsk – Ilovaysk and Ilovaysk – Yasinovataya are started.
Situation with local elections on uncontrollable part of Donbas remains not settled. So, at the beginning of week the head of unrecognized LPR Plotnitskiy signed “decree” about carrying out local elections on November 1, 2015. The leaders of “republic” plan to make elections in two stages because of finance shortage. However at the Contact group meeting in Minsk, delegates of “republics” suggested to hold elections by the Ukrainian legislation, but postpone them on February 21. According to fighters, it will allow to solve a number of problems, among which — “holding constant character of regions’ special status of Donetsk and Lugansk areas”.
Also the mechanism of interaction between Ukrainian representatives and representatives of “republics” isn’t clear in the power sphere. In particular, it concerns coal supply to enterprises under Ukrainian control. As declared in DTEK, coal deliveries from anti-terrorist operation zone can be stopped in November-December, 2015. Such succession of events can be negatively reflected on energy sector of the country.
Compensations to military operations victims
One of inhabitants’ actual problems on conrolled regions of Donetsk and Lugansk areas still lack of the state compensation mechanisms on restoring of housing. Representatives of Lugansk regional military-civil authorities told about it. The area already received 150 million hryvnias on infrastructure and the destroyed housing restoring. However this help is directed on schools, kindergartens, hospitals, municipal city property restoring.
Private apartment or private housing restoring doesn’t match with these categories and people should count only on themselves, speak in OVGA. The same situation with citizens who got wounds and mutilations during military operations. They pass in hospitals as disabled people with the general disease, thereby losing social payments. Lack of the simplified procedure of recovery of the documents, which were lost military operations, supplements this negative tendency.
In Ukraine proceeds preparation for local elections . However the problem with granting a right to vote for IDPs remained unresolved. Besides, according to activists and volunteers even if these rights will be granted, only 10% of all IDPs will go on elections. Also Donetsk regional council directed appeals to the Verkhovna Rada of Ukraine with a request to settle legislatively further activity of local councils on controlled territory, where elections can’t be held on October 25, 2015. However, there was no answer from the state on a weekend.
Work of international humanitarian organizations in the region
On uncontrollable territory started forbidding and limiting working of the international organizations which provided humanitarian aid to the residents of Donbas, who appeared on territories controlled by LDNR. So, on Thursday fighters demanded that all representations and UN agencies which didn’t receive accreditation in LPR eave the territory of “republic” immediately. As a result working of all United Nations missions was suspended.
Besides, fighters of LPR forbade organization “Doctors without Borders” to render medical and other help on the territory under fighters control. The operating officer of the organization Bart Yansens notes that the organization considers this decision “unacceptable, considering considerable medical and humanitarian needs of the people injured from the conflict in Lugansk”.
The similar situation with the International Committee of the Red Cross. So, at the beginning of a week representatives of this organization declared that they managed to adjust delivery of humanitarian aid on both sides of the front line in Donbas. Thus even recommended to open additional “Check points to Ukrainian authorities on the front line in Donetsk and Lugansk areas for humanitarian aid delivery”. There was a message later that through Bugas check-point towards Donetsk went 16 trucks of the Red Cross which took food with a gross weight more than 275 tons However next day 8 trucks with humanitarian aid returned back. According to group coordinators, representatives of fighters refused to pass humanitarian aid for the unknown reasons.
Meanwhile, international organizations continue working at conrolled territories without failures and even expending the presence. So this week it became known that UN monitoring mission plans to open office in Kramatorsk for the best understanding and more detailed monitoring the situation in area. The assistant of UN Secretary General in the field of human rights Ivan Shimonovich told about it at the meeting with the head of Donetsk region Pavel Zhebrivsky .
Besides this week began implementation of two projects for installation of energy saving windows in the 18th school and lyceum in Severodonetsk .Grant on 10 thousand dollars allocated the European Union together with the Program of UN development.
It is not first help which PROON gives to damaged objects in the region. According to the head of Donetsk OVGA Pavel Zhebrivsky, nearly 30% of the destroyed objects in Donetsk region are restored on means of the UN development program .
International situation around Donbass
Despite calm on a front line of Donbas, on the international scene proceeds discussion about possible ways for an exit from the conflict . So, this week it became known that the USA can join “Norman negotiations format” concerning Donbas. However, on the course of negotiations the role of Germany remains key, diplomats claim.
The head of the German Ministry of Foreign Affairs Frank-Walter Steinmeier noted, that ceasefire still not guaranteed and threat of armed conflict escalation still exists. Therefore, according to the minister, it is necessary to execute the last arrangements on removing arms from the front line.
Also this week Ukraine was visited by the Secretary general of North Atlantic alliance Jens Stoltenberg. At the briefing after meeting with the president Poroshenko he declared that NATO supports efforts of tripartite contact group and a Norman format for the solution of the east conflict.
However, representatives of fighters negatively reacted on visit of the NATO Secretary General and on his meeting with Poroshenko for need of Ukrainian entry into alliance. So, the head of DPR Alexander Zakharchenko declared that if Kiev attemp to enter NATO the self-proclaimed “Donetsk People’s Republic” will leave the Minsk Agreement and start “liberation of Donbass”.
