Situation on parts of Donbas under Ukrainian control

So, in Mariupol, after a three-months break, renews bus service with Donetsk . The bus will go from Mariupol to Gnutovo where passengers will change bus, which will freely take them to Donetsk. Ticket cost — 150 hryvnias. It is the first trial trip, but with increasing of passenger traffic, the number of trips will increase.
Governor Georgy Tuka and his subordinates behaved actively the last week. So, he said in interview to the “Fakty” newspaper, that he bears idea to introduce insurance medicine in Luhansk region. According to him, the head of LugOVGA, expects to win against corruption in this area. Except that, Tuka declared that he intends to achieve dismissal of all teachers, which supported separatist sentiments in the area. The head of administration added, that he considers dismissal of these people – one of the major tasks, and he intends to realize it “scrupulously”.
Also in the Lugansk regional state administration reported that plan to create the Center of monitoring and assessment of incidence of HIV and tuberculosis. Officials note that on controlled territory isn’t enough the medical equipment and equipment extremely, and the part of equipment which is present, in a non-working state, or physically and morally obsolete, therefore the main task of the regional authorities — to equip hospitals of Luhansk region with the new equipment.
Among the economic news, concerning territories of Donbas under Ukrainian control, became key the Minister’s of Energy and the coal industry Vladimir Demchishin statement about coal from the anti-terrorist operation zone cost. According to him, Ukraine agreed to buy coal from the anti-terrorist operation zone for the price, equal to Ukrainian, and they don’t see the reasons to raise it.
On the territories of Donbas, under DPR’s and LPR’s control
Meanwhile the management DPR decided to hold own “local elections” on the territory under their control. Relevant “decree” was signed last week by Alexander Zakharchenko. It is reported that “local elections” will be held in some stages.
Meanwhile observers from SMM OSCE accompanied by the officer of Russian Federation Armed forces visited the settlement Logvinovo of Donetsk region, controlled by DPR. According to their data, the settlement is completely destroyed and abandoned.
Besides, in DNR try to adjust railway communication on territories under their control. It became known that between Yasinovata and Gorlovka, daily electric trains start passing between stations Yasinovataya and Gorlovka, through stations Makeyevka and Krinichnaya.
IDPs from Donbas
According to the Ministry of social policy, on September 14 are taken on account 1,483 million internally displaced persons or 1,164 million families from Donbas and the Crimea. 519,543 thousand families addressed for the purpose of monetary help, 490,486 thousand families were given such help.
Meanwhile in Ministry of social politics develop documents for increasing the social help to IDPs from the Crimea and Donbas. Also in the Ministry suggests IDPs to make out a housing subsidy on the new places of living, including leased housing.
Still a problem for Ukraine is shortage of housing for IDPs. Many IDPs try to solve this problem independently. So, this week became known that in the Lvov area in the Vorotsov village IDPs from Donbas is planing to build own settlement. Activists appealed to local government to provide them with ground for housing construction and received the offer – to receive the ground plots for repairing the road to the settlement.
According to the sociological research presented last week by the communty initiative “Restoring Donbas”, the state couldn’t create necessary conditions for adaptation on the new place of residence for IDPs. 52% couldn’t adapt on a new place, third part of immigrants doesn’t have enough useful information, and 15% hide their status from people around.
The approval of the assistance schedule by specialists volunteers in the Center of the advisory help to IDPs created by the initiative, conformable to the purposes of the organization, last week became one more new from “Restoring of Donbas”. Now weekly in certain days IDPs will be able to receive help from the psychologist, psychotherapist, pediatrician and the therapist.
Public organizations continue giving help to iIDPs concerning questions connected with professional activity. So the Crimean Diaspora organization with assistance of the charitable organization “ADRA Ukraine” will make courses for IDPs on site creation on the WordPress platform. This course will be in the afternoon, two times a week in Kiev office of the organization.
On this plenary week was planned that the parliament will vote for the bill of IDPs participation in local elections. On this matter in the Verkhovna Rada was registered three relevant bills. Thus in TEC told, that because of difficult military-political situation local elections won’t take place in 65% of polling precincts of Donetsk region and 70% — Luhansk region
Day before that under walls of parliament took place the IDPs’ action of, who fight for the electoral rights. During the Coordination board of the Verkhovna Rada, public activists brought to the parliament building an improvised voting booth with an inscription “Except IDPs”, and the blue-yellow sign “3%” that symbolizes number of voters – internally displaced persons.
Later activists made a round table, where discussed voting problems of IDPs on local elections. On their opinion, with the end of military operations this problem will not go anywhere, and will become aggravated. Formal barriers should not limit realization of constitutional rights and freedoms, activists declared on that meeting.
The international organizations continue giving help to victims of military operations on regions of Donbas. So, the Development program of the UN allocated funds for restoration of settlements infrastructure of Krasnoarmeisky district in Donetsk region. On repair of a water supply system and modernization of a school boiler room in rural Sergeevki’s bulks, it is expected 167 838 UAH and 176 889 UAH for Peschanoe. And Management of the High Commissioner for refugees (MHCF) of the UN allocated more than 26 million UAH for supporting IDPs in Ukraine. This week 1325 people received 2 thousand hryvnias of this help. Until the end of the year the same help will be received by more than 2 thousand new iIDPs from Donbas.
Last week in Slavyansk at the working group meeting on the grantovsky project of the EU approved the preproject of two hostels reconstruction. In particular, the working sketch of future housing for IDPs was submitted. On this project the repaired buildings will be able to take more than 160 people. Besides, in Luhansk region according to the program of public-private partnership planned to construct housing for IDPs on sum more than 800 million UAH. The project is going to be realized by September 1, 2016.
At the same time, military operations and violation of the Minsk arrangements on Donbas, led to damage of water system, having left without access to tap water thousands of civilians living on both sides of the front line. Access restriction to water can be accident for Donbas, the Special Monitoring Mission (SMM) of OSCE reports. Besides, according to OSCE, about 30 percent of the Volnovakhsky region of Donetsk remains mined, extremely dangerous to locals.
Meanwhile the Cabinet of ministries expect to solve the problem of mined territories during the planned visit of the NATO Secretary General Jens Stoltenberg to Ukraine. It is expected that during this visit will be officially shown new opportunities of projects in the field of mine clearing and developing in the field of strategic communications.
In the UN reported new statistics about dead during military operations on Donbas. According to their data, during the conflict in the east of Ukraine 8 thousand people were lost, the majority them – the civilian population. As the special rapporteur of the UN concerning extrajudicial executions and executions without appropriate judicial proceedings or arbitrary executions Christoph Hynes reported, both sides placed the military equipment and artillery in places where live civil people , and it leads to many death.
Besides, German delegation for coordination of implementation of infrastructure projects last week arrived on Donbas. Earlier Verkhovna Rada of Ukraine ratified the memorandum with the government of Germany about the credit of 500 million euros for restoration the East of Ukraine. 300 million euros will be directed on infrastructure projects in the east of Ukraine, and 200 million more are provided to support the fund of deposits guaranteeing.
