On Donbas works on mine clearing are continued, the Ukrainian authorities are threatening to close checkpoints on the line of demarcation. We will tell about these and other important events in our review of last week’s key news.
The situation on Donbas territory under Ukrainian control
On Donbas territory under Ukrainian control, continue to liquidate consequences of active military operations. The main of them are the big areas of the mined territories. According to headquarters of anti-terrorist operation, this week more than 50 hectares of the territory are cleared, more than 10 000 explosive subjects are destroyed.
Difficult situation remains in the front cities, such as Marinka, Avdeevka and Mayorsk. The suburb of these settlements is often under fire. So, 20 families lives in one of houses in Mayorsk, there is no heating, water supply, gere is only an electric power. Despite the settlement appeared on Donbas territory under Ukrainian control, many government institutions don’t react to current situation. Cases are recorded, when crews of ambulance refused to arrive on a call, substantiating that the city is not under their jurisdiction. The similar situation developed also in Svetlodarsk where the city hospital was closed this week. In a peacetime this medical institution was on financing of the Debaltseve City Council. When this city moved to uncontrollable territories, receipt of funds was stopped. As a result, doctors have not received salaries for 10 months. Not better situation in Avdeevka where for the half of the year more than a half of apartment and private houses was damaged as a result of attacks. Thus, the population of the city was reduced almost five times — from 37 thousand to 7 thousand inhabitants. Many of them left their settlement because of the restless situation on the front and destroyed infrastructure — many houses don’t have water, heating and gas.
The governor Pavel Zhebrivsky promised to solve a problem with communications on the controlled territories of Donetsk region. On air of TV channel “112 Ukraine”, he reported that in Mari’nka and Krasnogorovka from the end of November, until December 10 gas supply will be restored. Thus, the governor noted that recovery operations of the gas pipeline were suspended because of strengthening of attacks.
The situation in the region served as the reason of some restrictions introduction in Luhansk region. So, the ban on transportations of the weapon, ammunition, explosives, any means of active defense, and also carrying military ammunition and equipment without special permissions is imposed; carrying by persons, except the military personnel and law enforcement officers, camouflage clothing, movement of persons without identification papers, from 22.00 to 05.00 o’clock; the movement of vehicles on detours which are absent in the register of highways.
On the uncontrolled territory of Donbas
In uncontrollable territories remains difficult economic and social situation. Problems with employment of youth become aggravated. According to the latest data in this part of Donetsk region nearly a half of 42 thousand unemployed are made by young people aged till 35 years. Regular interruptions in work of heating system in Donetsk, and in cities of Debaltseve and Makeyevka heating season began only formally.
Thus on unrecognized republics try to adjust transport connection between areas. So, last week the movement of local trains is resumed on direction Lugansk-Yasinovataya-Lugansk. Departure from Lugansk began since November 11, 2015, the movement will be carried out every day on odd numbers, from Yasinovataya — since November 12, 2015 every day on even numbers.
Meanwhile,”The Ministry of Justice of DNR” started the “state” registration of natural and legal entities rights for real estate on the territory under their control. In so-called “ministry” emphasize that registration of the rights for real estate is obligatory according to the resolution of “council of ministers of DNR”. Besides, began the company on census and re-registration of all pensioners which appeared on this territory. On the Internet and on television announcements are placed that those pensioners who receive money, but never personally were in “Office of Pension Fund”, have to come soon personally for entering of the name into the list there.
Changes were also outlined in the political plane. Representatives of “republics” insist on coming into effect the law on features of local government in the certain Areas of Donbas before carrying out local elections in 2016. And want to enter “residential qualification” for candidates on local elections in certain regions of Luhansk and Donetsk region. That is for participation in elections, the candidate has to live on Donbas 10 years and surely live in this territory all last year.
On the leaving week became huge turns on the line of demarcation in the anti-terrorist operation zone. According to eyewitnesses, some people wait in turn for crossing the line of demarcation more than one day, and on November 12 on control point in Volnovakha, towards Mariupol, was recorded the turn about 4 km. Large turns fixed and around Kurakhovo.
Thus in State frontier service report that in days the line of demarcation on Donbas is crossed by about 17 thousand people. In department promise to open some new control points on the line of demarcation in the anti-terrorist operation zone in Mariupol and Lisichansk directions.
In turn, Lugansk OVGA plans to open one more transition Zolotoye-Stakhanov. Until the end of the year also plan to open the logistic center in the settlement of Novotoshkovskoye. Thus, the head of LugOVGA Georgy Tuka noted, that in case of situation aggravation at the front he will close all check points in the Luhansk region.
IDPs from Donbas
Donbas volunteers and the charitable organizations continue to give help to displaced persons. This week in Kharkov opened point of the help to IDPs with special needs. Volunteers help children with special needs to adapt in the new city. The age of participants varies from 5 to 18 years, the help will be individually selected depending on age and requirements, it include both cultural and entertaining actions, and the qualified help of experts, for example, the help of the psychologist.
Thus many IDPs still experience difficulties on the places of temporary residence connected, in particular, with lack of finance. As researches showed, more than a half of IDPs living in places of compact moving in case of eviction won’t be able to provide payment of housing rent. 52% of respondents declared that a salary ratio, which they receive, and the prices of rent of housing don’t allow them to go from mobile towns and independently to pay housing. Thus 10% from them declared that their housing on a place of permanent accommodation is completely destroyed. Another 20% of respondents declared that aren’t going to come back to places of permanent accommodation as there military operations proceed.
Thus, more than 600 immigrants used professional orientation services of public service of employment in Donetsk region within carrying out monthly all-regional information and consulting action. With IDPs was carried outexplanatory work on their social and economic adaptation in a place of temporary residence, was carried out monitoring of psychological adaptation of displaced persons for the purpose of identification of possible problems and the prevention of disadaptation signs, consultations and psychological support were provided, employment issues were resolved.
Help of the international organizations
This week most actively the International Committee of the Red Cross operated on Donbas on both lines of demarcation. So, representatives of this organization distributed more than 5 thousand grocery and hygienic sets in the settlements controlled by DNR. Also they delivered medical preparations for five hospitals, among them there will be hospitals in settlements of Sakhanka also Novoazovsk.
On the line of demarcation along the route Mariupol — Donetsk near the village Berezovoe the Red Cross established 25 dry closets and more than 100 precautionary signs “Dangerously Mines”. Such decision is caused by fact, that for the last some months in this region 11 people got wounds, one woman was killed as a result of mines explosions of explosive subjects.
In the controlied territory ICRC developed humanitarian help distribution to local population in the city of Mari’nka. The humanitarian aid was for jobless inhabitants, families, whose relatives suffered from conflict actions; families, whose houses were completely destroyed owing to conflict actions which live in Marinka on a constant basis and to other categories of the population. By a weekend members of Red Cross Society in Lysychansk issued to the Luhansk region 230 grocery vouchers for IDPs and residents with the first group of disability. By means of such voucher recipients can get food and funds of hygiene for the sum of 500 UAH in the Brusnichka retail network.
Besides, the Czech organization “Person in Trouble” could receive “accreditation” from representatives of unrecognized republics and sent 230 tons of building materials to uncontrollable territories. Construction materials will be used for restoration of 117 houses in Donetsk and 87 houses in Gorlovka.
For the first time in three months humanitarian agencies of United Nations could deliver the aid to Lugansk. According to the official UN representative Secretary-General Stephane Dyuzharrik, nine trucks with basic humanitarian goods and building materials arrived to Lugansk on November 7.
The situation in the east of Ukraine continues to be one of the central theme on the international scene. The international organizations note deterioration of the situation on Donbas. Representatives of special monitoring mission of OSCE declared that because of renewal of military operations on Donbas in the region, there were victims among civilians again. By estimates of the deputy head of SMM Alexander Hug the truce can end at any time and the conflicting parties will resume large-scale armed conflicts.
At the same time, by estimates of the international community representatives, political dialogue needs be restored as soon as possible needs, because only diplomacy can return peace again on Donbas. So the president of OSCE parliamentary assembly Ilkka Kanerva reacted to activization of attacks.
Ministers of Foreign Affairs of Germany, Ukraine, France and Russia during a meeting in Berlin came to the arrangement that branch of heavy weapon on Donbas has to come to the end prior to the beginning of December. And mine clearing on Donbas has to begin by winter. The Minister of Foreign Affairs of Germany Frank-Walter Steinmeier at this meeting also emphasized that the law on the special status of Donbas has to come into force in day of elections in the region.
Thus the situation aggravation on Donbas will become the main subject for the following round of negotiations of contact group in Minsk. It was declared to journalists by the representative of Ukraine in humanitarian subgroup People’s Deputy Irina Gerashchenko. Thus some experts note that member countries of the Minsk Agreement won’t manage to fulfill all assumed obligations by the end of 2015. Political scientists are sure, as next year the Minsk Agreement won’t be realized in full as Ukraine wants.
