Industrial outputs in Donetsk region were reduced almost by 40%, in DNR imposed “embargo” on supplying of coal on the territory under Ukrainian control, Gorlovka and Shirokino suggest to recognize as hot spots again. We will tell about these and other important events in our review of last week’s key news.
The situation on Donbas territory under Ukrainian control
As a result of the military operations developed on Donbas territory the set of traditional economic relations in the region was destroyed. As a result the volume of an industrial output in Donetsk region for January-October, 2015 decreased by 37,7% in comparison with the corresponding period of previous year. In key branches of the industry production chains “coal-coke-metal” and “coal electric power” are still not restored. Besides, for January-September, 2015 export of goods made 2,8 billion US dollars, that is less than a January-September, 2014 by 2,5 times in Donetsk region. Export of all goods on the European market for January-September, 2015 was reduced in comparison with January-September of previous year by 39,8%. By 2,1 times decreased export to the Russian Federation for January-September, 2015 in comparison with January-September, 2014, having made 436,4 million dollars, or 15,5% of total amount (the second place). In Lugansk region sharp reduction of small and medium-sized enterprises is observed. Thus ,the leaders of area is noting, that on controllable part of the Lugansk region is enough people who would like to begin business activity, however they don’t possess the starting capital.
Serious problems in the sphere of medicine are observed. So, because of war on the controlled territory power are absent medical institutions for delivery of health care of the third level, therefore many inhabitants should go on treatment to other regions of Ukraine. On the controlled areas remained 147 medical institutions, it makes 43% from pre-war level. Third level establishments is the establishments, which render planned specialized and hi-tech medical aid, belong.
Significant growth in tariffs for housing-and-municipal services became one more consequence of military operations. According to Govstat, tariffs for housing, water, electric power, gas and other types of fuel in October, 2015 were twice higher, than in December, 2014. In particular, the electric power rose in price for this period by 1,7 times, water supply – also by 1,7 times, the sewerage – by 1,8 times, hot water, heating – twice, natural gas – by 3,6 times.
The authorities report that the Ministry of Regional Development together with the Ministry of Finance and regional administrations developed the accelerated algorithm of projects selection for investment by the European Investment Bank (EIB) and the corresponding draft of the Cabinet Resolution. It is announced that they will allow to begin a choice of funds for projects financingб through two, but not three-four months as it occurs now. The 72 projects on which the first tranche of EIB of 30 million euros will be directed are agreed.
On the uncontrolled territory of Donbas
On the part of Donbas controlled by DNR and LNR the intense social and economic situation remains. One of problems of this region — providing the population with drinking water. So, this week it became known that the Petrovsky water intake which is on the territory under control to Kiev, reduced water supply in Lugansk to 40-50% therefore, were problems with water supply in some districts of the city. Local “authorities” began negotiations on water supplying renewal, however is still ineffectual.
Besides, this week the management of DNR declared the termination of coal supplying on the territory, controlled by Ukraine. As declared, in “the ministry of coal”, this decision “is caused by actions of Kiev which detains payments for solid fuel supplying”. The sum of Ukrainian debt payments for coal to the self-proclaimed “Donetsk People’s Republic” allegedly already makes some million hryvnias. Thus, it is noted that in a month from the territory of Donetsk region under fighters control to Ukraine shipped from 200 to 300 thousand tons of coal. In DTEK noted that deliveries from uncontrolled territories stopped last week. In the press service of holding also added that, in the last some months of supplies of anthracite periodically stop, but then renew.
Despite opposition in power sphere, representatives of “republics” declared that, they are ready to adjust transport connection with Ukraine. So railroad workers of “LNR” are ready to create structures and send trains to Kiev and Odessa. However, there is no consent on it from the Ukrainian side.
The line of demarcation on Donbas
Still complicated remains crossing the line of demarcation by citizens of Donbas. This week messages about turns at checkpoints repeatedly arrived. So, on Monday more than 700 cars stood in queues. Thus, people often spend the night on bus stations, in buses or directly on the field. On November 26 in Donetsk region 315 people didn’t manage to get through KPVV “Zaytsevo” on the uncontrollable territory and were compelled to remain on bus station of Artemovsk.
Separate problem — preferential turn which people often use even if they don’t fall under this category. Because of it tension in turns is growing. In zero Ukrainian blockpost in Mayorsk appeared an improvised civil post. “Activists”, mainly women, watch that cars without turn didn’t pass a post.
To solve a problem with huge turns, in the regional management promised to organize one more KPVV. In December is planned to opening a checkpoint of entrance-departure near the city of Marinka in Donetsk region. It is supposed that its capacity will make to 8 thousand people and about 2,5 thousand cars per day. It will be the largest checkpoint of entrance-departure on the direction Donetsk-Kurakhovo.
Besides, this week the chairman of Donetsk OVGA Pavel Zhebrivsky reported about transfer of KPVV “Gnutovo” in Pishchevik-Pavlopol. According to the regional management, it will allow to transfer posts from Mariupol, will simplify life to citizens, and also will bring some settlements out of a gray zone.
In OSCE noted considerable deterioration of the situation in the anti-terrorist operation zone. As they said in reports of the organization, special monitoring mission recorded significant increase in ceasefire regime violations in Donetsk and Lugansk areas, including Donetsk airport.
Besides, special monitoring mission of OSCE recorded significant increase in cases of silence regime violation near the settlement of Shirokino and the city of Gorlovka. Therefore in mission considerб that these settlements need to be considered as “hot spots” again. Thus, the deputy head of Special monitoring mission of OSCE Alexander Hug declares, that both sides of conflict on Donbas, limit access of the OSCE Mission to some objects.
In Contact group Leonid Kuchma declared that implementation of the Minsk Agreement will not be realized until the end of 2015. According to the package of the Minsk arrangements, sides have to carry out an exchange of prisoners until the end of the current year. However the exchange constantly breaks.
Evacuation of the people who are in danger on Donbas proceeds. So, this week Poland took out 149 ethnic Poles from Donbas. Among the evacuated are many small children. Poles will take part in the program, which will last 6 months. During this time, they will be able to resolve all formal and legal issues, and to learn Polish. The group of IDPs will receive constant residence permit.
Despite all circumstances, on Donbas, the international and humanitarian organizations, which continue giving various help to the population, living in the region on both sides of the line of demarcation. So, the World food programme of the UN for the first time in four months delivered food for residents of Lugansk. The party of the food delivered by 12 trucks will be enough to support more than 7 thousand people within a month. He added that, next few days to Lugansk will arrive the following humanitarian escort of the UN. 9 more trucks with humanitarian aid to the uncontrollable territories this week were sent by the International Committee of the Red Cross. It was reported that freight with 180 tons of food came to Donetsk.
