Restoring Donbas: main events November 30 – December 6

The Cabinet of Ministers did not allocate the room for State agency, concerning restoration of Donbas, LDNR blocked coal supplying of territories under Ukrainian control in solidarity with the de-energized Crimea. We will tell about these and other important events in our review of last week’s key news.
The situation on Donbas territory under Ukrainian control
On the territories of Donbas under Ukrainian control is noted economic recession and decrease in a standard of population living. So, according to the Head department of statistics latest data in Donetsk region, in October the average nominal salary in Donetsk region (without part of the anti-terrorist operation zone) made 5 349 UAH. If take the period January-October, 2015, the average monthly salary made 4878 UAH. “Nominally it is increased in comparison with the similar period of 2014 for 28,2%, and the real wage (taking into account inflation and the paid taxes) decreased by 9,7%” — noted in management of statistics.
Besides, many cities which were injured during military operations still are completely unrestored. So, according to OSCE, in under Ukrainian control Krasnogorovka observers recorded damages of the house with many broken windows. One inhabitant told SMM that nearly 60% of inhabitants of this house continues to live in it, including children, pensioners and persons with limited physical capacities.
In fact, the State agency concerning restoration of Donbas has not started its work. According to the people’s deputy Natalya Veselova, the Cabinet of Ministers still didn’t allocate the room for Agency though the staff of institution has to make more than 60 employees. Besides, the Cabinet of Ministers limits State agency’s possibilities to use the foreign monetary help.
Despite difficult conditions on Donbass, works on mine clearing of territories are continued. Only for the last Tuesday service staff on emergency situations in Donetsk region withdrew 21 explosive subjects. The majority of the found ammunition were located in Slavyansk area. Here on November 30 mines, grenades and artillery shells were found and withdrawn.
On the uncontrolled territory of Donbas
On the territories controlled by representatives of LNR and DNR remains difficult economic and social status. Once again, representatives of “republics” blocked coal supplying of the territories controlled by Ukraine. According to representatives of the coal enterprises, which appeared in the uncontrollable territory, similar measures were taken in solidarity with the Crimean peninsula, which got under power blockade. This information was confirmed to journalists the Minister of Energy and the coal industry of Ukraine Vladimir Demchishin. According to him, coal supplying will be resumed as soon as the power line “Kakhovka – Titan” resumes its work on the Crimea direction.
Along with the conflict, connected with fuel supplying on uncontrollable territories, there was one more problem — with mobile communication. One of the largest operators in Ukraine — MTS company — reported this week, that because of carrying out military operations, some difficulties with communication are possible. The main reason for restrictions in Donetsk and Lugansk areas is lack of power supplying for the equipment, and lack of access to a number of objects in a zone of military operations for carrying out emergency works.
Meanwhile local “administration” of uncontrollable territories refused to restore the private housing located on the line of demarcation, and damaged during active military operations. The declared reason — attacks can begin at any time and just repaired house can be damaged again.
Possible attacks and escalation of the armed opposition, nevertheless, don’t prevent specialists to carry out repairing works of the “Water of Donbas” company. Last week employees of the enterprise started pipeline repairing on the channel the Seversky Donets — Donbas on the line of demarcation. As the press service reports, on November 28 two crews of Regional government employees together with sappers began inspection of the damaged pipeline with a diameter of 2100 mm from the water reception bay to a gate-type construction No. 2. During inspection, the set of damages was revealed: small openings with a diameter from 20 to 50 mm, average — sizes 200 — 400 mm, and large holes which size 3 meters.
IDPs from Donbas
According to the Ministry of social policy, at the moment 1 million 279 thousand 918 families left uncontrollable territories of Donbas and the Crimea. More than 621 thousand families addressed to the state for grants. This help is appointed to more than to 582 families. As the press service of the Cabinet of Ukraine reports, 2,84 billion UAH of social benefits transferred to IDPs from Donetsk and Lugansk areas and the Crimea.
Thus, to Belarus since the beginning of military operations on Donbas received the status constantly living or temporarily living in the territory of Belarus more than 150 thousand citizens of Ukraine, and more than 45 thousand. The Ministry of Internal Affairs of the country submitted such data this week. Only 14 thousand Ukrainian internally displaced persons from Donbas appealed to provide them the status of IDP in countries of the European Union. In addition, it is only 1% of total number of IDPs.
Such mass departure of immigrants abroad can be connected with the fact that, there is no state program on working with temporarily displaced persons. The head of Donetsk regional military civil authorities Pavel Zhebrivsky considers so. The governor also noted that, thanks to him in Donetsk region appeared such program. Meanwhile in Odessa the uniforicated center for displaced persons from Donbas was opened. Here live people, who appeared in difficult vital circumstances: orphans, lonely mothers with children and needy inhabitants from Odessa region. Today in the center are ready to accept 150 people.
Help of the humanitarian organizations
Supporting of internal immigrants from Donbas and the international humanitarian organizations doesn’t stop. So, in the hub “The house of free people” 20 IDPs from different regions of Ukraine submitted the business projects. The grant committee defined 5 winners who earned reward on own business development. Action took place within the Ukrainian Initiative of increase of confidence (UCBI) which is financed by Agency of the USA on the international development (USAID).
In addition, last week the International Committee of the Red Cross in Ukraine told how person, whose relatives are reported missing on Donbas, to ask for the help. For this purpose, the Red Cross prepared the video with the detailed instruction, which explains as the ICRC can help, and where to address. Besides, within cooperation with the Avdeevsky City Council the Red Cross delivered 8 thousand square meters of glass in Avdeevka. Registration for receiving the humanitarian aid provided now by the international organization.
In addition, last week the World food organization of the UN sent more than 1000 food sets to uncontrollable Alchevsk. Humanitarian aid it is planned to distribute among participants of the Chernobyl accident elimination, veterans of Afghanistan, disabled children, and members of territorial public organizations, deaf and blind.
This week took place the next meeting of political contact group subgroup about the situation on Donbas in Minsk. According to participants of the meeting, during negotiations there was “a rapprochement of positions on separate provisions of the bill on elections”. In addition, it became known that German and France Ministers of Foreign Affairs sent to Ukraine the written address about conditions of elections on territories of Donbas, under control to LDNR. Here is completely supported requirements of the Ukrainian side. As they say in the address, elections have to pass based on the Ukrainian legislation, according to criteria of OSCE, with a free mass media access, with access of political parties registered in Kiev. Thus, representatives of the European Union consider that local elections on Donbas will become test for the Minsk Agreement.
In addition, this week Ministers of Serbian Foreign Affairs Ivica Dachich, the Federative Republic of Germany — Frank-Walter Steinmeier and the Swiss Confederation Didier Bourcgalter urged all sides to reach full compliance with a ceasefire regime on Donbas.
The NATO Secretary General Jens Stoltenberg made the similar statement. He urged sides of the conflict to provide in Donetsk and Lugansk areas with full access to observers of Organization for safety and cooperation in Europe special monitoring mission for monitoring the situation.
In OSCE plan to expand the presence on the territory, controlled by DNR. However, for the start, representatives of “republics” have to provide guarantees of safety for employees of SMM.
