There is a risk of conflict escalation in Donbas, however, the OSCE is doing everything possible to avoid it. It was the focal point of Ilkka Kanerva’s, President of Parliamentary Assembly of the OSCE, speech in Minsk.
We work so intensely and so much just for a peaceful solution to the crisis. Because, always, at any time there is a risk of escalation, especially concerning such serious circumstances that had developed in the Donbas, – Kanerva said.
However, the head of the OSCE PA believes that now is difficult to find an alternative to the Minsk agreements.
Unfortunately, the process of negotiation is slower than we expected. Nevertheless, I think that now Minsk Agreements are the most constructive way to contain the conflict. So far it’s difficult to find any other best instrument that will not only save the shaky agreement, but also to improve their effectiveness. Probably there is an ideal solution to solve the conflict in Donbas, but even perfect solutions could jeopardize the current truce. Therefore, despite the setbacks, the goals set out in the agreements are still attainable. I emphasize that this negotiation is the single most important way to resolve this situation,- Ilkka Kanerva, President of Parliamentary Assembly of the OSCE admitted.
Also, Ilkka Kanerva, expressed his hope that the residents of Donbas “in the depths of their souls still feel themselves as a part of Ukraine.”
