Minister of Social Policy takes IDPs as extra burden

Recently in Verhovna Rada the committee of the Human Rights, National Minorities and International Relations gathered to discuss the problems of IDPs due the latest global reports in which Ukraine ranks the fourth in the world regarding IDPs after Syria, Iraq and Yemen. Still Ukraine has no state strategy for internally displaced persons.
This is an unprecedented number of people for Ukraine, stated by Hryhoriy Nemyria, the chairman of the Human Rights, National Minorities and International Relations at the enlarged meeting of the committee of Vrhovna Rada.
Fiona Frazer, Chairman of the UN monitoring mission for human rights in Ukraine, stressed the need for state strategy for internally displaced persons and noted the important role that Parliament plays in solving problems concerning the protection of the rights and freedoms of people.
In turn, member of the Committee Basil Brenzovich called on all governments to work together effectively to protect the rights and freedoms of citizens of Ukraine, “if we want to save the country.”
Ukrainian Parliament Commissioner for Human Rights Valeria Lutkovska said that the Ministry of Social Policy considers internally displaced persons as an additional burden, and tries in every way to violate their rights and freedoms, as, in particular, by the adoption of Resolution number 365.
“What is happening with regard to internally displaced persons and citizens of Ukraine, is absolutely wrong and will have terrible consequences”, – she said.
Tatyana Durneva, director of the Donetsk regional organization “Committee of Voters of Ukraine” noted that “the attitude of the authorities to the IDPs directly affects the ability to return the temporarily occupied territory of Ukraine.”
“I have the impression that the Ministry of Social Policy scoffs when reports”, – said Oleksandara Dvoretska, the coordinator of the legal direction of the Initiative “East-SOS”.
According to Regis Brihaye, the Special Representative of the Secretary-General of the Council of Europe in Ukraine, admitted that some issues of the № 365 Resolution counter to Council of Europe standards and the European Declaration of Human Rights.
“Internally displaced people remained in the territory of the state, so they can enjoy the same rights and freedoms as other citizens of Ukraine”, – he said.
At the end of the meeting the chairman of the committee called for a special meeting of the National Security Council on the protection of the rights and freedoms of internally displaced persons and citizens who remained on non-government controlled the territories of Ukraine.
