The power will put efforts in order to legalize non-payment of pensions to IDPs and Donbas residents, – experts

During the ATO, Ukrainian government illegally kept more than UAH 30 billion, which were allocated to Donbas pensioners, and spent it on solving the problems of the state budget. However, nowadays, they intend to go ahead and legalize their actions. Such opinion was expressed by experts of the “Restoring Donbas” community initiative, who analysed the latest initiatives of pro-government MPs and officials.
According to experts of the initiative of Oleksandr Klymenko, nowadays, all the actions of the government and the Verkhovna Rada coalition are aimed at maximum limitation of legal payments for IDPs and Donbas residents. Thus, they want to save funds of the Pension Fund.
According to their calculations, nowadays, a debt to the pensioners of Donetsk and Luhansk region has reached UAH 30 billion. According to data that was confirmed by the authorities in 2015, it was about UAH 9.9 billion, and in 2016 – about UAH 13.5 billion. At the same time, illegal actions of the power are considered to be “savings” due to substitution of notions.
Thus, in early 2017, specialized bodies reported that “groundless payments to IDPs” were suspended. Meanwhile, “saved” funds were allocated to payment of current pensions in January 2017 amounted to UAH 10.4 billion and housing subsidies amounted to UAH 2.4 billion (as a result of redistribution of budget expenditures). The reason for termination of payments was the fact that these people did not verify place of their registration.
“Verification of registration – it is a kind of domestic arrest for Ukrainians, who were deprived of the freedom of movement, by the power during obtaining the status of IDPs. At the same time, Ukraine pays pensions to 3,776 Ukrainian citizens, who live in 19 countries. In 2016, such citizens received USD 128.1 thousand and EUR 1546.1 thousand pensions. They do not need any verification, physical identification, etc.”, – the lawyers of the “Restoring Donbas” believe.
Experts emphasize that the government is obliged to pay pensions and allocate funds to bank account of a pensioner. However, it does not act in this way. In addition, it is not going to pay pensions to Ukrainians, who are forced to reside on uncontrolled territory.
During the presentation of the pension reform by Groysman, he did not mention payment of pensions to Ukrainians, who are forced to live on uncontrolled territories, as well as simplification of pension’s payment to IDPs. At the same time, two draftlaws, which were initiated by coalition factions and registered on May 10, 2017 in the Verkhovna Rada, offer to legalize non-payment of pensions to Ukrainians, who live on the temporarily occupied territory.
One of it (№ 6400-1, Natalya Veselova, “Samopomich”) suggests that people, who reside on uncontrolled territories, will not be provided with social and pension payments, until the end of ATO. Another draftlaw (No. 6400-2, Mustafa Nayem, BPP) offers to pay pensions beyond the uncontrolled territories via Ukrainian banking system under the provisions of Decree of the Cabinet of Ministers. Thus, it offers to let it be as it is and noting to change in terms of pension’s payments to Ukrainian citizens, who live on uncontrolled territories. Anyway, MPs want to transfer responsibility for the fate of Ukrainian pensioners in Donbas to the Russian Federation.
Experts of the «Restoring Donbas» have no doubts that the President, Prime Minister and coalition are going to legalize deprivation Ukrainians affected by war of their pensions.
