“Restoring Donbas” starts to provide tax advice and consultations

On the eve of Entrepreneur’s Day in Ukraine, community initiative “Restoring Donbas” has launched the project ” Tax advice and consultations,” focused on IDPs, Donbas residents and in perspective – on entrepreneurs of Ukraine. It was discussed during the round table “How should IDP start own business”, which was organized by the initiative of Ukrinform news agency.
According to Alexey Krupoder – the head of “tax” project, an activist of the community initiative “Restoring Donbas” –project materials were prepared with the assistance of volunteers, experts in the tax field.
“We made these clarifications structured and attempted to exclude complex legal and tax formulations without losing the essence and important details,” – he added.
The interactive platform of organization restoring-donbass.com project includes four blocks:
— Tax explanation for IDPs and Donbas residents;
— Tax explanations for entrepreneurs and business in Ukraine;
— Tax explanations by «Restoring Donbas»;
— How to start your own business – explanations for start-ups.
“At the start of the project, particular emphasis was placed on consultations and advice for IDPs. Nowadays, in times of crisis in the economy, their employment is one of the most problematic issues of adaptation in the region of residence. However, assistance to displaced people in starting doing their own business – it is not only the solution to the problem of employment, but also the work to strengthen the segment of small and medium business in Ukraine, “- said Alexey Krupoder.
According to the representatives of the organization, many of the problems faced by entrepreneurs can be solved with the help the complex State program of support and social adaptation of Ukrainian citizens, who have moved from the temporarily occupied territory of Ukraine and ATO area in other regions of Ukraine.
“The Cabinet of Ministers had to adopt such a program over 9 months ago pursuant to the Law “On ensuring the rights and freedoms of internally displaced persons”. However, it is still there, “- said Marina Tatarintseva – the head of the legal department of the community initiative” Restoring Donbas”. She also noted that Ukraine has no government programs on the development of entrepreneurship for businessmen from temporarily uncontrolled territories. According to the lawyer, they regularly receive the appeal on this matter on the hot line “Restoring Donbas” and the Center of consulting for IDPs.
For its past, Valeriy Yaroshenko – Deputy Minister of Social Policy of Ukraine – also attended this event. He noted that among more than 1.5 million registered IDPs, only about 600 people applied to employment centers for assisting in starting their own business. “It’s not a high indicator, since many people do not rely on help from the state. At the same time, the unemployment rate is the highest since the period of independence. Among young people it has reached 23%. Our goal is a systematic work with IDPs. We hope on assistance of public organizations in it”, – said the deputy minister.
Viktor Suhomlin – the director of the Kyiv city employment center – was another speaker. During the round table he represented authorities. He stressed that one of the most problematic issues is the high interest rates (in the context of opening the business).
“There should be a state program on preferential crediting of entrepreneurs, who want to start their own business. Interests, which are taken by commercial banks, are simply not available for beginners in doing business “, – said Suhomlin.
During the discussion of the current support programs for entrepreneurship among IDPs, representatives of the “Restoring Donbas” pointed out the lack of an active and large-scale work of the state in this direction.
Some programs are carried out by the support of international organizations. Among them, there are training programs for entrepreneurs, IDPs from Donetsk and Luhansk regions, which UNDP is together with employment centers in different regions of Ukraine. Its current achievements were presented during a roundtable by Svetlana Zakrevskaya – UNDP Resident Representative for International Entrepreneurship. She recalled that this project was launched in eight regions of Ukraine. It involves the allocation of up to 10 thousand dollars of financial aid for IDPs, who have submitted its business plan to the organization.
Special impression was made by a speech of Dmitry Sofyants (Gorlovka businessman). The issue of closing the company, which remained on uncontrolled territory of Donbas and the need for the dismissal of its officers and directors became debatable. If co-workers, as it was noted by the representatives of Ministry of Social Policy, the issue is more or less solved, the dismissal of the Director and the implementation of the rules on the closure of the legal entity are still not regulated by current legislation.
During the dialogue, participants came to the conclusion that one of the most important issues for potential entrepreneurs, IDPs is the development and carrying out the programs of concessional lending. Identified tax incentives in the form of vacation can be additional incentives that can help displaced entrepreneurs. Experts of “Restoring Donbas” in conversation with representatives of the authorities have announced the development of the offers on each issue. It is expected that they will be sent to the National Bank, and other relevant authorities.
