The validity of admissions to the anti-terrorist operation zone is automatically extended for 2016, LNR forbade Ukrainian citizens being on the territory controlled by them more than 10 days without registration, in DNR started talking about housing confiscation for debts on communal services. The line of demarcation on Donbas
The situation on block posts on the line of demarcation remains intensive. Almost every day hundreds of cars gather on KPVV. Such tendency remains, despite that last week was opened Marinka control point of entrance/ departure. As the State frontier service of Ukraine reported, point is open to increase capacity on the Kurakhovo-Donetsk direction and to reduce a passenger traffic and turns in two other control points — “Zaytsevo” and “Novotroitsk”, located in Donetsk region.
Besides, the Public border service of Ukraine realizes the project, which is directed on involvement of Donetsk and Lugansk inhabitants to work on KPVV. This week in Training center of the border service of Ukraine took place this experiment participants releasing, who will serve on control points around carrying out anti-terrorist operation zone.
Also last week it became known that the admissions validity for crossing the line of demarcation on Donbas is automatically extended for 2016. In total it is prolonged and loaded into “Gart” system – 286 832 permissions. During processing revealed 1560 duplicates, 72 admissions demand additional processing, is reported on the site of SSU.
The situation on Donbas territory under Ukrainian control
On the territories of Donbas under control to the government, difficult economic and social situation remains. In agrarian sector experts, predict considerable decrease of winter crops in the region. According to them, features of a present sowing campaign were defined by difficult weather conditions.
Also on Donbas are felt serious problems with power supply. Especially it concerns Luhansk region which still cut from the power pool system of Ukraine. It is because of a restless situation, schedules on restoration of power supplying get off, according to the head of the regional state administration. Now three lines are ready for 70 percent and one line is restored only half.
Special strain is experienced by social infrastructure of the region. In particular, educational institutions, as here concentrated the greatest number of IDPs from regions of carrying out military operations. According to the latest data, more than 40% of pupils-IDPs together with parents left from uncontrollable territories to the nearby settlements in Donetsk and Lugansk regions controlled by Ukraine. The results of public monitoring on realization of the educational right of pupils-IDPs at comprehensive schools tell about it. Monitoring was carried out by the European Research organizations Association, together with the “Public Initiative of Lugansk Region” and “Donetsk press club”.
Last week was decided the destiny of the multi-storey building down the street of October Revolution in Lysychansk which sustained considerable damage during active military operations. According to the governor of the region Georgy Tuka, inhabitants of the house will receive monetary compensation instead of the lost apartments. More than 25 million hryvnias are allocated for it.
Besides last week it became known that inhabitants of Donetsk and Lugansk regions will be able to receive new biometric passports. The president of Ukraine Petro Poroshenko declared it. However, as the president noted, inhabitants of uncontrollable territories will acquire the right for the biometric passport and visa-free entry into the countries of the European Union only after restoration of control over these regions.
On the uncontrolled territory of Donbas
According to the latest data, published by the United Nations, on uncontrollable part of Donbas lives 2,7 million people. It is emphasized that about 800 thousand people live in difficult conditions on both sides of the demarcation line. Especially it concerns the sphere of medicine. So, in the Luhansk region under control to LNR, last week was declared shortage of preparations for patients with diabetes. According to the available data, in the Luhansk region lives more than 37 thousand patients with diabetes. In Lugansk, the number of this category exceeds 13 thousand people. Among patients with sugar diabetes, 250 are children, from them in Lugansk – 58. The similar situation developed Gorlovka. According to the data, presented by the OSCE Mission, in the city critical quantity of preparations for a dialysis – the remained quantity will last only until January 1, 2016.
Despite such difficult situation of local population, in DNR started talking about housing confiscation in Donetsk, for not paying housing and communal services. So-called “mayor” of Donetsk Igor Martynov warned left residents about possibility of their housing confiscation as compensation for unpaid housing and communal services. Meanwhile in LNR made the decision to reduce the term of staying for citizens of Ukraine on the territory under control to LNR. For registration, it is necessary to address to “Migratory service of LNR”. Accommodation on the territory under control to LNR, without registration in a residence or in a place of staying involves imposing of an administrative penalty.
Work of the international organizations
According to the UN, on the east of Ukraine during so-called “silence regime” (from August 16 to November 15) on Donbas, 47 civilians were lost, 131 more — got wounds. Monitoring mission of the organization provided such data. As for the victims of the conflict in general (both civil, and military), from the middle of April last year, the number of dead made at least 9098 people, 20 732 more were wounded.
The UN continues givingп active help to inhabitants of the region. Thus, representatives of the international organization face continuous counteraction from representatives of DNR and LNR. So, this week fighters of LNR didn’t pass on the uncontrollable territory 23 trucks with food and medicines received from the World food organization UN, with a gross weight of 430 tons. However later freight was succeeded to deliver in uncontrollable Lugansk. In total, escort put 634 tons of humanitarian aid with food, medicines and medical sets for assistance at injuries, anti-retrovirus preparations and test systems.
The OSCE are going to expand the number of special monitoring mission observers of 1300 people, from them, 800 observers will work in the east of Ukraine. According to the deputy head of SMM Alexander Hug, the OSCE Mission will continue working in Ukraine next year. Its task consists in situation tracking, ceasefire regime observance and movement of military equipment on both sides of the line of demarcation on Donbas.
Separate problem which faced by inhabitants of east regions — is mine clearing of territories, where active military operations were carried out. The solution of this question also demands participation of the international experts and organizations. So, the European Union allocates funds for utilization of 3 million anti-personnel mines in Ukraine. In the EU count, that will carry out this work till 2018. The general EU contribution to projects of mine clearing in the world makes about half a billion euro. 1,8 million euros were contributed to Ukraine.
