Armed conflict resulted more than 17, 000 civilians injured and become disabled. The government has not yet recognized the fact stated by Elena Petryaeva, head of the public initiative “Restoring of Donbas”, founded by politician and public figure Alexander Klimenko. It was top topic during a round table “The system of social protection of the population of Ukraine: reforming the preservation of human potential, development prospects”, which took place today in Verkhovna Rada of Ukraine.
“It’s the most vulnerable category of the population frequently faced with a violation of the right to health care and access to medicines. And it’s the shame of officials”, – noted during the presentation Elena Petryaeva.
According to the International Classification of Diseases, recommended by the World Health Organization changes in health status as a result of injuries and hostilities will be assigned a code number.
“Those receiving disability not as a consequence of a general medical condition, but as the result of the actions of the military conflict, have a certain code number and must be included in the victims of military operations”, – Elena Petryaeva said.
Thus, only in this case, such individuals are given additional rights and state guarantees, primarily for social protection, financial compensation for the loss of ability to work, free medical care and free access to medicines.
“For now, the Government and the authorities responsible for health and social policy, have not developed and amended a number of legal acts related to disability. Thus, more than 17 thousands of civilians affected by the wounds of the war in the East of Ukraine deprived of the right, on the one hand to be recognized and to receive the status of “victim of war”, on the other hand, they are not entitled to additional state guarantees”, – Elena Petryaeva summarized.
The head of “Restoring of Donbas” drew attention to the failed government policies in relation to internally displaced persons: the lack of government aid, the situation of social and pension payments, problems with employment and access to health services.
According to Ministry of Social Policy 1, 672 million IDPs were registered from Donbas and the Crimea, which is 10 thousand less than as at October 17, 2016.
