The contact line in the zone of ATO in Donbas has no legal status. The daily need for thousands of residents of the region to cross it negatively affects to the reintegration of this part of Ukraine stated by Fiona Fraser, the head of the UN monitoring mission on human rights in Ukraine.
– We have to remember that the contact line is not a legal line. It is not a state boundary. It’s artificial line with very real consequences, – she said at a briefing in Kiev on March 15.
Fraser noted the tendency to isolate certain areas of the Donetsk and Lugansk regions. In her opinion, the difficulties associated with crossing the CPIM contribute to such processes.
– In Donetsk, I saw the gap which increased, because the territory under the control of armed groups becomes more isolated. Disproportionately limited freedom of movement significantly affects an average of 23 thousand people daily and more than 700 thousand people every month. We must admit that such restrictions exacerbate the separation of communities. They can threaten permanent peace in Ukraine, -the UN representative believes.
