Payment suspended on the “lists of the Security Service”, – activists

Pension funds and department of social protection started suspending all social payments to IDPs based on the so-called “lists of the Security Service of Ukraine.” The information about IDPs who permanently reside on the territories beyond the government control passed by the State Border Guard Service and the Security Service to the Pension Fund and to the department of Social Protection is the basis for termination of the IDP certificate and social benefits.
“Right to Protection” and “Donbass-SOS” NGOs reported that there is no exact data on how many IDPs had already suspended payments. However, the representatives of the NGOs could establish that the Pension Funds and the departments of social protection in Luhansk region suspended payments to 65,000 IDPs. In the Zaporizhzhya region 11,000 IDPs stopped receiving their social benefits. The activists supposed that there were several thousand cases in Donetsk region.
At the same time, the activists stressed that “lists of the Security Service” also include IDPs who crossed the contact line for several days and returned to their place of registration, or even those who never left the territories controlled by the Ukrainian authorities.
Elena Vinogradova, legal analyst of “Right to Protection” organization admitted that the same situation with the social benefits payments happened last year. She noted that since 1 April the number of IDPs appealed to the human rights organizations as for suspended pensions and other social payments increased.
The human right activists supposed that as of these days the victims of the “lists of the Security Service” had already become around 200,000 IDPs.
Olga Gvozdeva, coordinator of the Donbass-SOS, described the mechanism of the SSU lists. The Security Service sends the list to the Pension Fund. Thus. The Fund stops paying pensions to the people from the list and reports how much money they saved. Next, the SSU reports how many “so-called IDPs” they found out and saved money to the budget. In fact, no one checks whether these people live on controlled uncontrolled territories.
The activists said that #365 Resolution of the Cabinet of Ministers is discriminatory. They also intend to insist on a transparent mechanism to control the payments of IDPs, which would not be different from the same to other categories of citizens.
The activists insisted on the importance of giving the opportunity to IDPs to receive their pensions.
The most effective way to restore the right to a pension of IDPs is reportedly the appeal to the court.
